The LVL-Ugra woodworking enterprise was established as part of the regional program "Regional Development and Restructuring Program for the Timber Industry District for 2000-2010" one of the main objectives of which was to create advanced wood processing facilities. In 2001, the first stone was laid for the construction of Russia's only plant for manufacturing multi-layer glued veneered timber.
The LVL-Yugra plant that produced laminated veneer lumber was put into operation in 2003 and became the first major industrial project implemented by VIS Group. The plant became the first enterprise in the CIS countries to produce glued LVL from veneer.
